It is thought to be an acronym, though what it stands for have been lost to time. Obv: VITTORIO EMANUELE II, bare head bust right. Design by Giuseppe Ferraris. Rev: REGNO D'ITALIA, Savoy coat of arms decorated with collar and badge of Supreme Order of the Most Holy Annunciation within wreath, having denomination and mintmark below.
