There were three major Phoenician cities in western Sicily: Motya, Solunt and Panormos (today's Palermo). From the 6th century BC, Panormos was an important base for Carthage's merchant ships and military operations, but it was not until the 4th century BC that Panormos gained its great importance. Often captured by the Greeks and Romans, but repeatedly recaptured by Carthage, Panormos fell to the Romans in 254 BC. Coinage began in the later 5th century BC following the Syracusan model. In the 4th century, Panormos was one of the major "Siculo-Punic" mints. The Punic inscription "SYS" probably refers to the Semitic name of the city.

This wonderful coin was inspired by the Syracusan Arethusa heads of Euainetos and is the most beautiful of all the Siculo-Punic tetradrachms of Panormos. It was surely engraved by a Greek artist, possibly by a disciple of Euainetos himself. The swastika, which in the entire Siculo-Punic coinage only occurs on this reverse die, is a puzzle. Jenkins provides no explanation for its appearance, though it is, of course, a well-known solar symbol.
